The Haryana government will implement the Supreme Court’s decision.

The Haryana government will implement a new reservation system for Scheduled Castes (SC) and Scheduled Tribes (ST) in the state. The government will implement sub-categorization within the SC-ST category to ensure that the benefits of reservation reach those most in need. This means that quotas will be established within the reservation system to target specific groups within the SC-ST category.

Policy to identify Creamy Layer within SC-ST

The decision to implement the Supreme Court’s ruling was taken at the first cabinet meeting of the new government, chaired by Chief Minister Nayab Singh Saini on Friday. The government will also formulate a policy to identify the creamy layer within the SC-ST category. The sub-categorized groups will not receive 100% reservation. The Supreme Court has instructed that the categorization must be based on rational criteria.

Reservation within Reservation for SC-ST

Haryana currently has a 15% reservation for SC and a 7.5% reservation for ST. Before implementing the cabinet’s decision, a draft policy will be prepared, followed by approval from the Legislative Assembly. Following these steps, reservation within the SC-ST category will be implemented. The state has 36 castes in the SC-ST category, 71 in the Other Backward Classes (OBC) category A, and 8 in the OBC category B.

Aheria, Aheri, Heri, Dheri, Thori, Turi, Ad Dharmi, Valmiki, Bengali, Barar-Burar-Berar, Batwal-Barwala, Boria-Bawaria, Bajigar, Bhajra, Chanal, Dagi, Daren, Deha-Dhaya-Dheiya, Dhanak, Dhogri-Dhangeri-Siggi, Dumna- Mahasha-Doom, Gagara, Gandhila-Gandial-Gandola, Kabirpanthi-Julaha, Khatik, Kori, Koli, Marija-Marech, Majhabi-Majhabi Sikh, Megh-Meghwal, Nat-Badi, Od, Paasi, Perna, Ferera, Sanhai, Sanhal, Sansi-Bhedkut-Manesh, Sansoi, Sapela-Sapera, Sarera, Sikligar-Bariya and Sirkiband

Other Backward Classes Category A
