Merchant Shipping (Amendment) Bill 2024: Passed in Lok Sabha

The Lok Sabha on Wednesday passed the Merchant Shipping (Amendment) Bill, 2024 by voice vote amid uproar from the opposition. The bill was introduced to bring Indian maritime laws in line with international standards and promote safety and competitiveness in the maritime sector.

The proceedings of the House were disrupted by continuous sloganeering by the opposition members demanding a discussion on the special in-depth revision of voter lists in Bihar. After the afternoon session was adjourned, the proceedings resumed under the chairmanship of Sandhya Rai, but normal functioning was affected due to the disruption by the opposition.

The bill introduced by Union Minister Sarbananda Sonowal makes significant amendments to the Merchant Shipping Act of 1958. Key provisions include expanding the definition of ships, temporary registration for recycling and regulation of maritime education.

BJP MPs Brajesh Chauta and Mukesh Dalal supported the bill, though their views could not be heard clearly due to the uproar.

Parliamentary Affairs Minister Kiren Rijiju reminded the opposition that the government is ready for discussion, but it is necessary to comply with Rule 325 and the 1988 decision of former Lok Sabha Speaker Balram Jakhar. He urged for respect of parliamentary norms and smooth functioning of the House.

After the bill was passed, the Chairman adjourned the proceedings till Thursday. This bill will play a vital role in modernising the Indian maritime sector in line with MARPOL and international conventions on debris removal, thereby strengthening India’s position in global shipping markets.
