Saudi Arabia Gets Strict for Haj 2026! No Entry to Makkah Without Permit, Must Leave Country by April 18

In preparation for Haj 2026, Saudi Arabia has enforced stringent entry restrictions for the city of Makkah. Under a joint decision by the Ministry of Interior and the Ministry of Haj and Umrah, no person will be allowed to enter Makkah without an official permit from April 13, 2026. Only those holding a valid Haj permit, a Makkah-issued residency ID known as Iqama, or an official work permit for the holy sites will be permitted entry. For foreign nationals and expatriates, entry without these documents is completely banned and strict checks will be carried out at security checkpoints.

Additionally, all Umrah visa holders must leave Saudi Arabia by April 18, 2026. The issuance of Umrah permits through the Nusuk platform will be fully suspended from April 18 to May 31, 2026. This restriction applies to citizens, residents, and GCC nationals alike. After April 18, only Haj visa holders will be allowed to enter and stay in Makkah. Local residents of Makkah are exempted, but only if they possess a Makkah-issued Iqama. Those caught without a valid permit may face strict legal action and heavy fines. This decision has been taken keeping in mind the overcrowding and unauthorised pilgrim issues of previous years, as well as the prevailing regional tensions. Haj 2026 is expected to take place in late May.
